They aren't based on popularity proportion anymore, not since we stopped adding seats as population grew. people in smaller states also have higher then proportional representation in the house. also, not related to your point per se, but states are such a dumb concept. why do we group people based on arbitrary lines, where being born one place effects how much say you have in governance? which does someone in Montana get such vastly disproportionate representation than someone in California? the constitution is so out of sorts with modern reality.

Honestly just getting kind of tiresome and sad.
