The issue primarily lies in the Winner-Takes-All (WTA) system we have in place for most states (Maine and Nebraska being notable exceptions). Under WTA, the candidate who gains the popular vote wins all of the states electoral votes. For example, in a single state during a general election, Candidate A wins with a 53% vote. Regardless of the dissenting 47%, Candidate A will receive all of the votes that the state has. In effect, that 47% of people who voted against Candidate A lose their representation. This is why the national popular vote winner can be different from the actual Electoral College winner.

Honestly just getting kind of tiresome and sad.
