The Chinese could certainly invade Taiwan and win if there were no international factors, but Taiwan has been protected in a de facto manner by western countries. There's a subtle balance here; neither side touches Taiwan in any significant way, nor generally acknowledges it even really exists, and we don't end up going to war with China.
